Residential customers are defined as any single family detached home.

OTHER FEES
Notification Fee

A fee of $25.00 will be charged each customer to whom the Utility mails the notice as required by Commission Rule R.103-535.1 prior to service being disconnected. This fee assesses a portion of the clerical and mailing costs of such notices to the customers creating that cost.

Account Setup Fee

A fee of $20.00 will be charged as a one-time fee to defray the costs of initiating service.

Reconnection charges

In addition to any other charges that may be due, a reconnection fee of $250.00 will be due prior to the Utility reconnecting service. Where an elder valve has been previously installed, a reconnection charge of thirty-five dollars ($35.00) will be due.

Late Fees

Any balance unpaid within 25 days of the billing date will be assessed a late payment charge of 1½% percent.

SETTING UP SERVICE

New sewer accounts can be opened or transferred by submitting a signed New Customer Application. Submit the form using one of the methods below:

Important Information:

We will request ALL of the following information:

  • The street address where the service is requested
  • The name to appear on your account
  • Mailing address if different from the service address
  • Social Security Number
  • Valid email address
  • Date service is to begin
  • Place of employment
  • Contact telephone numbers for home and work
  • Driver’s license, permit or state issued I.D. picture
  • Copy of closing statement or lease agreement (include the page with the name of landlord & tenant and the page with the landlord and tenant signatures)
  • An authorized user
  • There is a charge for set up that can be paid via check or billed to your first bill.
NEW SERVICE CONNECTIONS

The current fees to tap into our sewer line are listed in the rate schedule above. Please note these fees are subject to change. Please contact our Tap Fee Coordinator at (803) 995-5062 for any questions or concerns.

Newly Constructed Homes:

An application for service should be completed and all required connection fees should be paid in advance. After the fees are paid, our Field Inspector will inspect the property and ensure that the sewer line has been installed in accordance with established specifications. (refer to attached diagram of standard sewer line installation). If the property does not pass inspection, The Field Inspector will advise what corrections are required to pass inspection. Once the corrections have been made, a new inspection will be completed.

Service will initially be setup in the Builder’s name until such time as the property is sold to the owner. At that time, the owner will be responsible for completing an application for service in their name, and providing a copy of their Closing Statement as well as a copy of their Driver’s License. Failure to initiate service in their name within a reasonable timeframe may result in disconnection of sewer service until service has been established.

DISCONTINUING SERVICE

To arrange to discontinue wastewater service, call our Customer Service Department at (803) 699-2422. They are available to receive your request to discontinue wastewater service between the hours of 8:30 AM and 4:30 PM, Monday through Friday. Phone requests will require an email from the customer as written acknowledgement of the request to terminate the service. You can also complete a Closed Account Form and submit it using one of the methods below:

Only the account holder will be allowed to terminate service. When you call, please be prepared to provide the following information:

  • Your account number, service address or name the account is listed in. Personal information will be requested to verify your identity before disconnect requests are processed.
  • The date service should be discontinued. (There may be up to five business days before the disconnect request is completed).
  • Your mailing address for the final bill.
